Jan Hayes, M.A.
Since retiring from the position of Executive Director of United Way of Lee County in March 2016, Jan has continued to serve communities in a myriad of ways that focus on her priorities of economic and community development, education and non-profit organization and management. Currently, Jan is Vice-Chair of the North Carolina Rural Infrastructure Authority, a board within the NC Department of Commerce that awards economic development grants or loans for rural economic development projects in NC. Jan is currently in her fourth term on the Central Carolina Community College Board of Trustees. She also serves on the Board of Directors of the North Carolina Community Foundation and the Lee County Community Foundation and is President of the Sanford Sister Cities Association. Jan is a past chairman of the Lee County Board of Education. Originally from Hamlet, NC, Jan has undergraduate degrees from Peace College, Meredith College, and a master’s degree from NCSU.
CHARLES A. HAYES, M.A., CECD
Charles is recognized both locally and globally as a leader in the field of economic development. For two decades, he served as President and CEO of the Research Triangle Regional partnership until retiring from the position in June 2016. During his tenure at this high-profile regional economic development agency, the partnership received numerous awards, internationally and nationally, and was widely known for cutting-edge initiatives including the Triple Helix approach to innovation and economic development. Before moving to the Research Triangle Regional Partnership, Charles served as director of a local economic development agency, county manager, business owner and community college instructor.
Charles also currently serves as a Senior Fellow in Residence in the Office of Innovation and Economic Development at East Carolina University. Additionally, he and his wife, Jan, both serve as Managing Partners of Hayes Group Consulting LLC.
Charles has served in leadership roles on numerous Boards and Professional Associations, including the University of North Carolina Board of Governors, the East Carolina Board of Visitors, and the International Economic Council as well as being a former President of the North Carolina Economic Developers Association. A native North Carolinian, originally from Norlina, Charles has undergraduate and Master’s degrees from East Carolina University in Greenville, NC and is a Vietnam veteran.
H. JULIAN PHILPOTT, J.D.
Julian is a corporate attorney who has spent the last 30 years working as a lobbyist and general counsel for the nonprofit North Carolina Farm Bureau Federation and its affiliated companies until his retirement in 2019. For most of his career at NC Farm Bureau, he served as their designee to the NC Present Use Value Tax Advisory Board. Currently, Julian serves as a member of the Executive Board of the North Carolina Association of Community College Trustees and is a member of the North Carolina Tobacco Trust Fund Commission. Additionally, Julian has been a member of the Central Carolina Community College Board of Trustees for the past 16 years, and has held the position of Chair of the Board for the last 11 years. His experience in education also includes service on the Board of Directors for Communities in Schools in Lee County. In the 1990’s, Julian served for two years as a member of the North Carolina Commission to Address Smart Growth, Growth Management and Development Issues. During this time, he served for several years as a member of the Agriculture, Forestry and Seafood Advisory Committee to the NC General Assembly.
R. DANIEL “DAN” PARKS
Dan serves as a Senior Strategist for Hayes Group Consulting, LLC. He is an economic development and business strategist with more than 30 years of experience. He has provided consulting for economic development organizations, higher education, governmental agencies, the banking industry, the corporate sector, and small to midsize companies.
Previously, Dan has served in several executive roles at N.C. State University, including senior director for the Office of Outreach and Engagement. Before that, he was an entrepreneur in the banking/software industry, operating and selling two companies. Dan is co-author of the book, Your Entrepreneur EDGE™, and is a former adjunct faculty member in the Love School of Business at Elon University.
SAUL MALDONADO
Saul Maldonado is an Industrial Engineer with over five years of experience. He has worked in textile manufacturing processes, project management, and quality control in the automotive industry. In addition to his work experience as an engineer and project manager, he recently completed his MBA from the Gordon Institute of Business Science (GIBS) at the University of Pretoria in South Africa.
Saul is fluent in English and Spanish.
